Is there anyplace that a guy can get a free lower leg prosthesis?

I know a guy that works hard as hell as a mechanic on crutches because he can't afford a prosthesis for his lower leg. He was in a car accident in Jackson, Mississippi, where he still lives, and would do so much better if he could walk normally.
